Megan Troy is a partner in the Business Trials and Communications practice groups in the firm's Washington, D.C. office and is the co-leader of the firm’s Communications practice.

Areas of Practice

Ms. Troy focuses her practice on telecommunications litigation, regulation, and policy.  She counsels clients on a broad range of telecommunications and technology issues including FCC regulatory matters, competition policy, equipment manufacturing and authorization, international telecommunications, and legislative and regulatory developments in the high-tech industry.  Ms. Troy advises and represents communications companies in litigation and other matters involving local telephone competition, universal service, and pole attachment and joint use disputes.  She regularly appears before federal and state courts, the Federal Communications Commission, state regulatory agencies, and the U.S. Congress.  She is frequently involved in the drafting and negotiation of joint use, interconnection, and service agreements.  Ms. Troy has also represented aviation and energy companies in rate-making and cost proceedings in court and before U.S. governmental agencies and state regulatory commissions.  

Ms. Troy also has extensive experience counseling clients on lobbying disclosure, campaign finance, and other political ethics matters.  She regularly counsels clients on compliance with the federal Lobbying Disclosure Act (LDA), Congressional and Executive Branch ethics rules, federal election laws and campaign finance, and the laws regulating political action committees (PACs).
