Megan H. Troy

Ms. Troy has extensive experience representing companies in regulated industries before federal and state courts, federal and state regulatory agencies, and the U.S. Congress. Her focus has been on complex litigation in judicial and administrative settings, having participated in numerous legal and regulatory proceedings on behalf of airline, telecommunications, and energy companies. Mr. Troy also has considerable experience counseling clients on compliance with state and federal regulations and policy debates that directly impact their businesses.
Ms. Troy has a great deal of experience representing airlines before the Department of Transportation. Most recently, she represented a large coalition of international airlines in a month-long administrative trial challenging a substantial increase in the rates carriers pay for the use of terminal space at Los Angeles International Airport. Prior to that, Ms. Troy represented an equally large group of international airlines in their suit against the Port Authority of New York and New Jersey challenging the increased terminal rents and Newark Liberty International Airport. Ms. Troy also has litigated extensively on behalf of telecommunications and energy companies before federal and state trial and appellate courts, federal agencies, and state public utility commissions.
Ms. Troy also counsels clients regularly on compliance with state and federal regulations, the development of regulatory and policy strategies, and the negotiation and drafting of operating agreements. She advises clients on a wide array of regulatory and policy issues, ranging from broad policy questions, to applications for approvals, to compliance with detailed technical rules.
