Mr. Turner is an associate in the Government Contracts and Regulated Industries Practice Group in the Firm's Washington, D.C. office.

Areas of Practice

Mr. Turner has experience counseling clients in a wide variety of litigation-related matters. His experience includes representing government contractors in connection with bid protests before the United States Government Accountability Office, advising clients on matters relating to the Multiple Award Schedule Program, preparing contract claims, assisting clients with internal investigations, ensuring clients' compliance with federal procurement regulations, advising clients on cost and CAS issues, and assisting in matters pending before the International Chamber of Commerce.  

Mr. Turner's significant matters include:

  • Assisted in the development of claims valued in excess of $270 million in connection with a multibillion dollar information technology contract dispute.  Assisted the client in successfully structuring a settlement without resort to litigation
  • Successful defense of bid protest against the Army's award of a $20 million contract for patient level satisfaction surveys
  • Assisted in implementation of comprehensive Mandatory Disclosure compliance program for Fortune 100 defense contractor
  • Assisted in pursuit of civil Court of Federal Claims suit against Department of Interior challenging unlawful Termination for Default of civilian contractor
  • Successful prosecution of bid protest against the Coast Guard's intended award of a $10 million sole source contract for very-high frequency radios
  • Successful prosecution of bid protest against the Army's award of a contract for vital signs monitoring equipment
  • Successful prosecution of bid protest against Department of Health and Human Services' intended award of a $62 million contract for office furniture and related services
  • Successful prosecution of bid protest against the Department of Homeland Security's award of a $4.3 million contract for information technology equipment

Prior to joining the Firm as a Summer Associate, Mr. Turner worked as a law clerk at the United States Merit Systems Protection Board, where he assisted government lawyers in litigating employment-related claims on behalf of the United States.
