02.11.2014

Sheppard, Mullin, Richter & Hampton LLP has added three partners to the firm's White Collar and Investigations and Business Trial Team: Raymond C. Marshall, Krystal N. Bowen and David S. Cannon.  Marshall, Bowen and Cannon join Sheppard Mullin's San Francisco office from Bingham McCutchen.  Marshall, a past President of the State Bar of California and the San Francisco Bar Association, served on Bingham McCutchen’s Firm Executive Committee, as well as its Diversity Executive Committee.  Bowen served as the co-chair of Bingham’s White Collar Investigations and Enforcement Group and was also a member of the firm’s Northern California Regional Hiring Committee.

"Ray is a lion in our industry; one of the most well-known and respected attorneys in California.  He is a trusted adviser to his clients, many of whom we already represent.  Ray also has an impressive track record of public service, inside and outside the legal profession, and we are excited that he desires to continue this important work with us. We are delighted to welcome him, Krystal and David to the firm.  Together, they comprise a top-flight group of attorneys that significantly adds additional depth and breadth to our existing white collar, investigations and financial litigation capabilities," said Guy Halgren, chairman of Sheppard Mullin.

"We are thrilled to be joining Sheppard Mullin.  The firm is doing so many things right; it has truly become a destination firm.  I have found the attorneys here to be talented, extremely entrepreneurial, collaborative and welcoming.  You can tell that they really like practicing law together.  We are also impressed with the firm's successful strategic growth in the Bay Area, throughout the state and firmwide,” Marshall commented.  “The firm’s commitment to the California market was a critical factor in our decision to join Sheppard Mullin.  I am especially pleased that Krystal, David and I will be able to continue to practice together.  Sheppard Mullin offers us a dynamic and exciting platform to expand our practices here in Northern California and nationally.”

Marshall represents clients in both complex civil and criminal litigation.  He has conducted internal investigations in cases alleging insider trading, stock options backdating, securities fraud, accounting irregularities, antitrust violations, public corruption, FCPA and other corporate wrongdoing.  Marshall has represented corporate and individual clients in civil, criminal and administrative proceedings brought by governmental authorities, including the Department of Justice and the offices of various U.S. attorneys, state attorneys general and district attorneys.

Marshall currently serves as a co-director of the Task Forces and Special Committees Division of the ABA Section of Litigation, and is a member of the ABA Retirement Fund Board.  He also serves on Sen. Dianne Feinstein’s Judicial Advisory Committee for the Northern District of California.  Marshall also serves as an adviser to the American Law Institute on the Model Penal Code Sentencing Project.  Marshall is also a past member of the ABA Standing Committee on Federal Judiciary, and former president of both the State Bar of California and the Bar Association of San Francisco. In 2004, he was appointed by Chief Justice Ronald M. George to chair the California Supreme Court’s Advisory Task Force on Multijurisdictional Practice.

In addition to his professional affiliations, Marshall is extremely active in community affairs and serves on the boards of the Alta Bates Hospital Foundation, Equal Justice Society, the United Negro College Fund, and HomeBase/The Center for Common Concerns.  In March 2009, he argued on behalf of five of the leading civil rights groups in the country (Asian Pacific American Legal Center, California State Conference of the NAACP, Equal Justice Society, Mexican American Legal Defense and Educational Fund, NAACP Legal Defense and Educational Fund) before the California Supreme Court, arguing that allowing Proposition 8 (a proposition which sought to outlaw gay marriage) to stand could be detrimental to other minority groups who could easily become the targets of initiative campaigns seeking to take away their rights.

Marshall received a J.D. from Harvard Law School in 1978 and a B.A., summa cum laude, from College of Idaho in 1975.

As an experienced trial lawyer, Bowen focuses her practice on white collar criminal defense, internal corporate investigations and complex commercial litigation.  She represents business organizations and individuals in connection with criminal and regulatory investigations, as well as parallel civil and administrative proceedings.  In addition to private practice, Bowen served for nearly six years as an assistant United States attorney for the Central and Northern Districts of California.  As an assistant United States attorney, she gained substantial trial and appellate experience, having conducted several trials in federal court and oral arguments before the Ninth Circuit Court of Appeals on a broad range of criminal matters, including white collar and other offenses.  Bowen worked closely with the FBI, SEC and other regulatory and law-enforcement agencies in preparing criminal cases for indictment and trial.  Bowen serves on the Board of Governors of the Association of Business Trial Lawyers, and the Board of the Lawyers’ Committee for Civil Rights of the San Francisco Bay Area.  Bowen recently completed a three-year term as a Director of the San Francisco Bar Association, where she served as a member of BASF’s Finance Committee.  Bowen is also a former Chair of BASF’s Judiciary Committee.

Bowen received a J.D. from University of California Berkeley School of Law, Boalt Hall in 1992 and a B.A., cum laude and Phi Beta Kappa, from Hofstra University in 1989.

Cannon focuses on complex commercial and intellectual property litigation representing clients in a variety of industries, including technology, financial services, energy, manufacturing, insurance and development.  Cannon regularly litigates unfair competition claims, business torts, contract disputes, trade secret and trademark matters as well as product defect and securities law claims.  He has significant experience with class actions and at trial.  Prior to private practice, Cannon served as a judicial extern for Chief Judge Marilyn Hall Patel of the Northern District of California.  In 2007, he served as an assistant district attorney in the Misdemeanor Trial Unit for the City and County of San Francisco.  Cannon serves on the Boards of the San Francisco Architectural Heritage and The SMART Program.

Cannon received a J.D., magna cum laude, from the University of California, Hastings College of the Law in 2000, a M.A. from the University of Virginia in 1993 and a B.A. from the University of California, Berkeley in 1989.
