Leslie Watkins is a special counsel in the Real Estate, Land Use and Environmental Practice Group in the firm's Dallas office.

Leslie provides general legal and counsel in all aspects of commercial real estate leasing and development; she has represented national, regional and local clients in a variety of real estate transactions, including retail, ground, and build-to-suit leases in Texas and nationwide; national and local retail and restaurant tenants in negotiation of in-line (commercial) and outparcel leases nationwide; real estate developers in the negotiation of shopping center acquisitions, lease-up, excess land and outlot sales; and drafted and negotiated operating, declarations, reciprocal easement and protective covenants agreements.  Leslie's background includes representation of clients desiring to acquire, dispose of and lease single-user lots, shopping center/multi-use centers, single family subdivision and multifamily developments..

Experience

  • Supervised nationwide commercial leasing program; drafted and negotiated ground lease and acquisition agreements on behalf of retail client.
  • Represented developer client in nationwide build-to-suit program with national retailer; responsibilities included acquiring raw land for construction and development; drafting and negotiating retailer-required covenants, conditions and restrictions and/or amendment of existing covenants, conditions and restrictions to accommodate and/or permit retailer's proposed use; review of title and survey, environmental conditions and filing of plats and/or replats as prescribed by local subdivision laws; drafted and negotiated build-to suit-leases between client, as landlord, and retailer, as tenant.
  • Represented developer in the staged development, sale of and leasing of parcels in mixed use retail/residential development.  Transaction included negotiation and execution of reciprocal operating and easement agreement between client and big-box retailer; lease-up of retained parcel for junior anchor and small shop retail use; negotiation and execution of condominium declaration for multi-story building featuring mixed residential and retail use; sale of excess property for multi-family residential development; negotiation and execution of outparcel ground leases to national bank and restaurant tenants; negotiation of shared parking garage user agreement (including and upgrade, maintenance and easement agreement between client, multi-family residential developer and proposed fitness center occupant).
  • Managed the closing of the acquisition of approximately 800 acres of land containing existing, partially developed, single-family residential subdivision on behalf of real estate developer client.  Transaction included transfer and conveyance of water rights and election of new officers to municipal utility districts; drafting, negotiation and execution of required utility easements and replats; amendment and assignment of agricultural lease; election of new home/property owners' association officers and designation of new declarant under existing controlling documents.
  • Represented developer in the staged development, sale of and leasing of parcels in mixed use retail/residential development.  Transaction included negotiation and execution of reciprocal operating and easement agreement between client and big-box retailer; lease-up of retained parcel for junior anchor and small shop retail use; negotiation and execution of condominium declaration for multi-story building featuring mixed residential and retail use; sale of excess property for multi-family residential development; negotiation and execution of outparcel ground leases to national bank and restaurant tenants; negotiation of parking garage use, upgrade, maintenance and easement agreement between client, multi-family residential developer and proposed fitness center occupant.
  • Managed and closed acquisition of approximately 40 acres of raw land for shopping center development on behalf of real estate developer client.  Transaction included the sale of an approximately 10 acre parcel to big-box retailer; execution of operating and easement agreements, site development and repurchase agreements between developer and retailer; lease-up of retained parcel(s) for junior anchor and small shop retail use.
  • Represented developer in the phased development, sale of and leasing of parcels in mixed use retail/residential development. Transaction includes the sale of land for office-park development; a condo-based parking structure to support surrounding users; sale of raw land and coordinated development of residential/retail condominium regime and development of several hotel buildings.
  • Drafted, negotiated and executed agreements of sale for excess land parcels for national retailer with closings of over 40 transactions valued at approximately $23,000,000.
  • Drafted, negotiated and executed agreements of sale for disposition of over 350,000 square feet of building space for national retailer; negotiated and executed dark store building leases and subleases of over 493,000 square feet and lease terminations of over 400,000 square feet.
