False Claims Act Trial Institute

Third Annual Mock Trial Hosted in Washington, D.C.

Sheppard Mullin is pleased to announce three of its False Claims Act attorneys, David L. Douglass, Robert T. Rhoad, and Matthew W. Turetzky, are among the faculty at the third annual False Claims Act Trial Institute in Washington, DC.  The Institute is unique in that it features a two-day mock False Claims Act jury trial, in which experienced litigators from the government, relators, and defense bars try a health care fraud case to a jury, whose deliberations are then broadcast to the attendees.  The Institute presents an invaluable opportunity to see how the issues in a False Claims Act trial play out in court and to observe how a jury evaluates the evidence, the witnesses, and the arguments of counsel.

The Institute is co-chaired by its founder, David L. Douglass, who has significant expertise litigating cases brought against health care entities and government contractors under the False Claims Act.  He has represented numerous companies and individuals in criminal and civil, False Claims Act (whistleblower), investigations and litigation.  David is a Fellow of the American College of Trial Attorneys, a former Chair of the American Bar Association Health Law Section, the Co-Managing Partner of Sheppard Mullin’s Washington, DC office, and a member of the firm’s Government Contracts, Investigations and International Trade Practice Group. 

Also returning to the Institute as a member of its faculty is Robert T. Rhoad.  Bob has over 20 years of experience representing health care entities and government contractors in cases brought under the False Claims Act.  Most recently, Bob was lead trial and appellate counsel for Moving Water Industries, Inc. (MWI), a company that fought and recently prevailed in a multi-decade False Claims Act suit that finally ended in MWI’s favor following the Supreme Court’s recent denial of certiorari to the Relator.  Bob is a Partner in Sheppard Mullin’s Washington, DC office and a member of the firm’s Government Contracts, Investigations and International Trade Practice Group.  He received his J.D. and B.A. from the University of Vermont and his LL.M. from the George Washington University Law School. 

New to the Institute this year as a member of its faculty is Matthew W. Turetzky.  Matthew's practice focuses on False Claims Act litigation in federal district and appellate courts.  He also manages Sheppard Mullin’s False Claims Act Defense Law Blog.  Matthew is a frequent writer and speaker on False Claims Act issues.  He joins the faculty as a speaker on the panel discussing developments following the Supreme Court’s decision in Universal Health Services, Inc. v. United States ex rel. Escobar, 579 U.S. ___ (2016).  Matthew is an Associate in the Government Contracts, Investigations and International Trade Practice Group in Sheppard Mullin’s Washington, D.C. office.  Matthew received his J.D. from Duke University School of Law and his B.S. from the University of Florida.
