Overview

Jay Blake is an associate attorney in the Energy transactional practice group in the firm's Houston, Texas office.

Prior to his legal career, Jay previously worked for five years as a natural gas trader at Citigroup Energy, Inc., rising to the level of Assistant Vice President. In this role, Jay facilitated producer-hedging activities for the bank’s natural gas producer/consumer clients, primarily in natural gas basis markets located in the Midwest, Southeast, and Northeast regions. Additionally, Jay played a key role in the bank’s physical natural gas strategy, including managing natural gas storage and pipeline transportation opportunities.

Areas of Practice

Jay regularly represents financial institutions, hedge funds, commodity trading companies, energy marketers, project developers, and other energy companies and investors in complex commodity and financing transactions that primarily cover the natural gas, power and alternative energy sectors.

Experience

  • An investment bank in its roles as commodity supplier, receivables purchaser and investment contract provider in prepaid electricity and natural gas transactions financed with approximately: (1) $900 million in municipal bonds issued by California Community Choice Financing Authority in January 2024, (2) $862 million in municipal bonds issued by Public Energy Authority of Kentucky in December 2023, and (3) $600 million in municipal bonds issued by Energy Southeast, A Cooperative District in October 2023.
  • Investment banks in their roles as hedge providers in connection with the financing and construction of large solar farms.
  • Energy marketers and project companies in Power Purchase Agreements covering electricity and renewable energy credits.
  • Hedge funds and investments banks in connection with lien-secured power, renewable energy credit and gas transactions.
